Over the past two decades there has been a gradual but fundamental change in the nature of trade protection. Even as international negotiation has succeeded in reducing tariffs to low levels, national governments have resorted to a range of increasingly intricate policies to protect their domestic industries from foreign competition. Direct quantitative restrictions on international trade have become particularly widespread. Such nontariff barriers often have very different effects from tariffs and require careful analysis in their own right. This book presents a systematic overview of the modern theory of trade protection. The material in the book divides naturally into four sections. The first section covers trade restrictions in competitive markets, the second trade restrictions and imperfect competition, the third the political economy of trade protection, and the fourth the theory of policy reform. The presentation makes extensive use of diagrams, with the more difficult mathematics included in six appendixes.

I am using this book for a trade economics class. I like the book's depth. Too many econ books cover too many topics and do not allow students to delve into trade. This book provides in-depth discussion of topics in international trade economics at a high level. The book is also accessible to students with some background in economics. However, some of the graphs are confusing, with certain letters labeling both the line and points on the graph. Sometimes, some letters referred to in the text were not even on the graph. This made it very difficult to understand the graphs (which is crucial in economics).

This is an old but excellent book for practitioners of policy analysis. because it is dated, it does not cover nontariff measures and tariff rate quotas created under the Uruguay agreement of the WTO. These two policies are important topics in international trade. Most other types of of policies are addressed in the book. The explanations are clear and the math is not overwhelming. It also provides a good assessment of the "new trade" literature mixing industrial organization and international trade. The dust has settled on this topic by 2016, but Vousden's take has aged well.
